This was published years ago by Nu-West and was supposedly taken at a Brazilian carneval. The woman with the hat is the mother of, I think, the girl in front and apparently objected to her daughter's costume, or lack thereof. Mom dragged the girl away and, according to Nu-West, was filmed giving her a few sound smacks on the bumbum -- presumably as a downpayment for what will happen when they get home.
